New office cuts down waiting time for new HKID card

The Kwun Tong office can process 1,000 new HKID card applications per day

A new temporary office that caters to people who need to replace their Hong Kong identity cards has been swarmed by applicants on the second day of operations today, Nov. 2.

Immigration Director Benson Kwok said the office which he visited today, will massively boost the department’s handling capacity.

From handling around 18,000 applications per week, the department will now be able to process 25,000 new applications within the same period.

"The new office can handle around 1,100 applications a day and we have started to roll out a total of 100,000 quotas starting from yesterday to address the pressing needs of the public," Kwok said.

An estimated 400,000 Hong Kong residents have yet to replace their HKID cards as of September, as people who were forced to stay away during the pandemic started flocking back in.

Adding to the crush were new arrivals, including dependants of people admitted through various talent schemes and migrant domestic workers.

The queue got so long that people would stay up all night just to secure a much-coveted appointment slot. But even then, many could only manage to get appointments that were several weeks away.

Kwok said the seven registration offices would be able to clear the backlogs soon.

"I believe that all residents will be able to book an appointment with the opening of the new office, and it should coordinate well with other offices," Kwok said.

The office on the  2/F (registration) and 3/F (collection) at Manulife Financial Centre, 223-231 Wai Yip Street, Kwun Tong, is open from 8am to 10pm.

Apart from replacing the HKID cards of those previously issued an old one, the office will also issue new HKID cards to new permanent residents and people reaching the ages of 11 and 18.

Judging from interviews conducted with applicants who were at the Kwun Tong office today, the waiting time has been cut to within hours, instead of the months it took up until recently.
