A Filipina resident who agreed to act as a pretend employer to an Indonesian domestic helper was today, Oct. 30, imprisoned for three months after pleading guilty to a charge of conspiracy to defraud the Immigration Director.
Juliet A. Santos, 60
years old, admitted the charge before Acting Principal Magistrate Chan Wai-mun in
Shatin Court.

The Indonesian helper
she purportedly hired as her domestic helper, Ana Miratul Faidah, had earlier
admitted the same conspiracy to defraud charge.
According to the
charge sheet, Santos conspired with Faidah and another Filipina named Jo-Ann
Estrada, to defraud the Immigration Director
between an unknown day in May 2022 and March 19, 2023, by pretending to
be the Indonesian woman’s employer.

Because of such misrepresentation, Faidah was allowed to enter and remain in Hong Kong as a foreign domestic worker until her arrest in May.
Both Santos and Faidah, as well as Estrada who never showed up
in court, were charged with violating Section 159( C ) of the Crimes Ordinance,
which imposes a maximum jail term of 14 years.
Santos was allowed to
post bail while her case was being heard, indicating the relatively minor role
she played in the conspiracy.

The case is the latest in a long line of fake employment contract conspiracies that have surfaced in recent months.
In July about 50 people, mainly domestic workers, were arrested in a crackdown on a syndicate that charged them about $20,000 to $40,000 each before supplying them with fake employment contracts which they used to apply for work visas.

This was apart from a number of workers on FDH contracts who were found working as dish washers in restaurants, and more recently, as packers in a food supply company.
