Reminders and warnings for those celebrating Mid-Autumn Festival

As Hong Kong celebrates the Mid-Autumn Festival tomorrow (Sept. 10) and in the next two days, with festive crowds expected in parks and other public places, government agencies have issued reminders for people to stay safe and observe social distancing.

The reminders came amid festival preparations by the Leisure and Cultural Services Department (LCSD) for lantern displays at three venues -- Victoria Park, Tung Chung Man Tung Road Park and Tai Po Waterfront Park -- which will run on September 7-12, as well as the lighting installation named "Hugs without Distance" at the Hong Kong Cultural Centre Piazza, which will run until September 25.

The lit-up time of these decorations will be from 6.30pm to 11pm every evening and it will be extended to midnight on the mid-autumn day (September 10). In view of COVID-19, there will be no performances or fringe activities. The traditional fireworks display has also been canceled for the fourth straight year.

This year's Mid-Autumn Lantern Displays are sponsored by the Hong Kong Jockey Club (HKJC), and are among the initiatives supported by the HKJC's approved donation of $630 million to the Hong Kong government to mark the 25th anniversary of the establishment of the Hong Kong Special Administrative Region.

The reminders from the LCSD and Food and Environmental Hygiene Department (FEHD even came with warnings of fines for those who violate the rules.

LCSD said people littering at LCSD venues such as parks and beaches are liable to a penalty of $1,500, while the maximum penalty for burning wax, throwing objects such as glow sticks onto trees or flying sky lanterns is a fine of $2,000 and 14 days' imprisonment.

It also appealed to the public to comply with regulations such as group gatherings of no more than four (or eight when eating), and to wear face mask in public places to reduce the risk of spreading Covid-19.

For its part, FEHD said that while it will step up cleaning operations in locations it operates, its officers will patrol public places to take action against persons found littering, including issuing fixed penalty notices of $1,500.

In a statement, FEHD said:  “The Government's efforts alone will not suffice to keep the environment clean and tidy. Members of the public and shop operators have the responsibility to dispose of waste properly in public places. Moreover, the public should comply with the relevant regulations on prevention and control of disease in a concerted manner to minimise the risk of transmitting the virus," it said.

For the Agriculture, Fisheries and Conservation Department (AFCD), hill fires and litter in the countryside are the biggest concern during the Mid-Autumn Festival.

"It is an offence under the Forests and Countryside Ordinance (Cap. 96) to illegally light a fire or release a sky lantern in country parks and open countryside. Offenders are liable to a maximum fine of $25,000 and one year's imprisonment upon conviction," it said.

It also said that, because of the COVID-19 pandemic, country park barbecue sites and campsites are still closed and members of the public are not allowed to carry out barbecuing and camping activities within country parks.
