Lee announced earlier today, Monday, that the hotel quarantine for all
inbound travelers to Hong Kong will be reduced from seven days to three days,
effective on Friday, Aug. 12.
For the next four
days, travelers will be under medical surveillance through the health code
system, during which they are forbidden from visiting high-risk places such as
restaurants and hospitals.
However, they are free
to go out, take public transportation, go to work or school, and mingle with
the general public as long as they have their masks on all the time.

They are also required
to conduct rapid antigen tests on their own and must report any positive result
to authorities.
Those found to have violated
these restrictions will be subject to the hefty maximum penalty of $25,000 fine
and six months imprisonment.
CE Lee stressed that
cutting the hotel quarantine period does not mean a relaxation of the city’s
anti-pandemic stance, but is an attempt at striking a balance between
controlling infection risks and allowing more economic activities and
maintaining Hong Kong's competitiveness.

He also said the government
believes that under the “3+4 arrangement” the health risk to the public is in
line, or even lower, than that posed by daily activities in the city.
Still, more manpower
will be deployed, and anti-pandemic measures will be stepped up once the new
health code system takes effect.
Under this system,
those who test positive are put under a red code, which means they cannot leave
their houses at any time until they are given the all-clear by health authorities
Inbound travelers are
given the yellow code, which allows them to leave their hotel quarantine after
three days, but must not go to places where they will have to take off their
masks or mingle with high-risk people during the next four days.
If they test positive
for Covid during this period, the color of their health code will turn to red,
which means they should not leave their homes.
But if they remain
negative for the entire period they will be given the blue health code which
will allow them to visit all venues provided they have the vaccine pass, which
is now given to those who have had three doses of a vaccine.

The announcement, made at a press conference with the CE, Health Secretary Lo Chung-mao and three other government officials, had long been talked about and was expected to be made last week, but was called off reportedly because of technical glitches.
Nevertheless, hotels
reportedly started taking bookings for only three days or four days of quarantine,
apparently having received advanced information about the government move.
