FDHs coming in may stay in DQFs like Regala Skycity for only 14 days from Feb 5 |
The new government rule that cuts the quarantine period of all travelers arriving from abroad to 14 days starting on Feb 5 will also cover foreign domestic helpers, the Labour Department said in a statement issued today, Jan 28.
Upon completing the 14-day compulsory quarantine at designated facilities, they should undergo the next seven days of self-monitoring and additional compulsory testing at their employer’s residence.
However, employers with concerns about their family situation or the suitability of their house for self-monitoring will be allowed to require their helpers to spend the next seven days at licensed hotels or guesthouses.

Such an arrangement, said the statement, must have the approval of both the employer and the worker.
“However, these licensed hotels or guesthouses must not be serving as DQHs/DQFs (designated quarantine hotels or designated quarantine facilities), so as to prevent cross-infection with people who are still undergoing the 14-day compulsory quarantine,” said the statement.
“FDHs are not allowed to undergo self-monitoring at places which are not the employer's residence apart from licensed hotels or guesthouses.”

As the Standard Employment Contract of FDHs state that they must work and reside in their employer’s residence, the Commissioner for Labour has given consent in principle for the helpers to stay in designated quarantine facilities after completing 14 days of quarantine.
“It is not necessary to make an application to the Labour Department,” said the statement.

It added FDHs are allowed to undergo self-monitoring only at the employer's residence or licensed hotels or guesthouses.

However, the stipulated arrangements do not apply to FDHs coming in from the Philippines as of now as it is among eight countries included in a flight ban imposed by Hong Kong starting on Jan 8. The ban was supposed to last only two weeks, but has now been extended until Feb 18.
