From Nov 1, foreign domestic helpers
vaccinated in their home country can book their 21-day quarantine with Rambler
Garden Hotel in Tsing Yi.
This is in addition to Penny’s Bay Quarantine Centre on Lantau Island and Silka Tsuen Wan Hotel, which were earlier designated as quarantine facilities for FDHs.
In a statement released today, Oct 23, the Labour Department said 500 rooms at Rambler Hotel, which has been designated as quarantine facility for FDHs. The rooms will each cost $650 a night, inclusive of three meals a day and all charges.

In comparison, Penny’s Bay charges $480 a night, while Silka is the priciest, at $800 a night. The number of rooms at Penny’s Bay was increased to 1,000 from the previous 800 starting yesterday, while Silka has just over 400.
With an estimated 6,000 FDHs with visas competing for the limited number of rooms designated for FDHs, the competition is keen among the incoming workers.
Silka was booked up to November shortly after it opened for reservations, while Penny’s Bay which releases 350 rooms every Monday, becomes inaccessible for booking within minutes of its opening.

According to the Labour statement, bookings for rooms at Rambler Garden Hotel will start at 9:30am on Oct. 25, for rooms that will become available from Nov 1. The link to the booking site is here: www.ramblerhotels.com/garden.
“The hotel will adjust the number of rooms open for reservation each day having regard to the overall booking situation,” said the statement.
Anyone who wants to reserve a room for an FDH will be required to provide a copy of the worker’s passport, valid employment visa and recognised vaccination record.

Once the
documents are submitted, the applicant will need to wait for the hotel to give
directions for payment, and afterwards, a booking confirmation. Successful applicants
will be asked to submit the same he same documents presented during the cooking
for verification before being allowed to check in at the facility.

Labour reiterated that the government understands the
need of many local families for FDHs, but the government has the duty to uphold
its policy of guarding against the importation of cases. Thus the admission of
FDHs to Hong Kong “should be resumed in a gradual and orderly manner,” said the
statement.
It again promised to consider providing more rooms for
FDHs, having regard to the global and local epidemic situation.

Employers and employment agencies are advised to allow
sufficient time to prepare the documents required and complete the procedures before
an FDH can come to Hong Kong. They should also book the FDH’s quarantine first
before buying an air ticket for the worker to avoid the additional cost of
rebooking.
“If a person making the reservation fails to submit the documents required or settle the payment within the specified period of time, his/her booking may be cancelled,” said the statement.
Payments already made will be refunded to the person
making the reservation if the booking needs to be changed or cancelled due to
the following: (1) the worker tests positive for Covid-19 before departing for
Hong Kong, (2) change or cancellation of flights by the airline or (3) a
lockdown, provided all supporting documents are submitted in advance.

For any change in the check-in date due to other
reasons, the hotel will assess the merits of each case and decide if the
rebooking application should be granted.
Any specified FDH who does not have a booking
confirmation by a designated quarantine facility will not be allowed to board a
flight to Hong Kong. These FDHS are those who have been fully vaccinated in places
with which HK has a vaccination recognition agreement such as the Philippines,
Indonesia, India, Malaysia, Nepal, Pakistan, Bangladesh, Nepal, South Africa,
Sri Lanka and Thailand.

As for FDHs
who have received full vaccination in Hong Kong, they may undergo compulsory
quarantine at a general designated quarantine hotel or a DQF.
