The Commission on Elections (Comelec) has extended the
deadline for the transfer or overseas voter registration to the
But the appeal by Philippine lawmakers and overseas Filipino groups for Comelec to also extend the Sept 30 deadline for the registration of all voters, or until Oct 31, is still under consideration.
Comelec director Bea Wee-Lozada reportedly said during a committee meeting that the proposal to extend the transfer of registration was approved on Wednesday.

“With respect to the August 31 deadline for the transfer of the overseas voter registration record… we would like to announce that this deadline has been extended to align with the September 30 deadline,” she said.
Lozada also reiterated that those who wish to apply as overseas voters and already have biometric data registered with the Comelec, could do so through email.

"For those with existing voter registration records... applicants who wish to apply for registration as overseas voters, provided that they have existing biometric data with us, can do so via email," she said.

Separately, Commmissioner Rowena Guanzon said in a tweet that deactivated voters, or those who have not voted for two consecutive elections, may reactivate their records online.

Interested applicants may avail of Comelec’s virtual frontline services (VFS) for overseas voters by filling up their application form through the i-Rehistro system on Comelec’s website: https://irehistro.comelec.gov.ph/irehistro/ovf.
They should then submit a scanned copy of the duly accomplished form to Comelec through:

Upon receipt of the application, Comelec will schedule a videoconference with the applicant for identity verification and oathtaking.
However, new registrants as overseas voters and those whose biometric data have yet to be captured must personally appear at the nearest Philippine consulate or embassy.
